911�� and Howard University have launched a new collaborative effort to prepare the next generation of cybersecurity and artificial intelligence (AI) professionals while strengthening the digital resilience of community based organizations.

The Cybersecurity + AI Clinic, a partnership between the National Security Institute’s Cyber and Tech Center (NSI CTC) at 911��’s Antonin Scalia Law School and the Howard University School of Business (HUSB), welcomed its first cohort earlier this academic year.

The one-year program blends rigorous academic preparation with hands-on service, giving students the opportunity to apply what they learn in the classroom to real-world cybersecurity challenges. Supported by a seven-year, $1 million grant from Google, 911�� and Howard were selected to establish a cybersecurity and AI clinic that provides free support to nonprofits, local agencies, and other under-resourced organizations. As a member of the Consortium of Cybersecurity Clinics, the program engages in faculty-level collaboration, shared learning, and ongoing development of best practices at the intersection of cybersecurity, law, and technology.

“AI is transforming every corner of our national security landscape, and cybersecurity has long been a critical concern for enterprises large and small,” says Jamil Jaffer, founder and executive director of NSI and principal investigator for the clinic. “We need leaders who understand both technology and policy and can apply them in practice. That is exactly what the clinic enables students to do. By tackling real challenges faced by our clients, students gain the hands-on, innovation-driven experience needed to lead in a world where cyber and AI touch every part of our society.”

The inaugural class includes 14 students: eight law students from 911�� and six HUSB undergraduates with a mix of computer science and mechanical engineering backgrounds. The cohort reflects 911��’s bold educational approach to the interdisciplinary nature of today’s cybersecurity and AI landscape by bringing together students who can analyze problems from technical, legal, and policy perspectives.

In the fall 2025 semester, Howard students traveled to 911��’s Fuse at Mason Square to attend class alongside Scalia Law students and gained a strong foundation in cybersecurity, risk management, data governance and privacy, and AI concepts. Two instructors—Kathryn Ciano Mauler, a product counsel attorney at Google, and Ali Jessani, counsel at WilmerHale in privacy, cybersecurity, and AI law—guided the students through their coursework.

“This clinic is truly a unique experience for students because it provides them with an opportunity to apply the knowledge and skills they learn in the classroom in a real-world setting,” says Jessani. “While some classes offer doctrinal lessons and others offer applied skills, this clinic provides students with both.”

“Here they learn not just the nuts and bolts of privacy and cybersecurity, but also the experience of speaking with clients, thinking on the spot, and tying together diverse experiences and issue spotting to provide real-world value in a supervised setting,” says Mauler. “The clinic classroom has brought together a diversity of experience across undergrad and law school students and their perspectives in a rich discussion.”

In addition to coursework, the students have gained professional skills essential for client-facing work, including learning how to conduct client interviews, present technical findings to nontechnical audiences, navigate project challenges, and draft written Recommendations.

Scalia Law School student Mike Niebergall says he applied to the clinic because he’s interested in how technologies like AI will affect the entertainment industry and the commercial world in general. “I have a background in music. With no cybersecurity or computer science background, the clinic has been incredibly eye-opening and has taught me how cybersecurity practices apply across many different spaces.”

“I wanted to gain experience learning how to work within legal frameworks to protect business operations and consumers with the rise of AI usage,” says HUSB undergraduate Courtney Gill. “As a senior at Howard University interested in practicing law, [I felt] the class simulated what it feels like to be in a law school classroom.”

“While many of my law classes asked me to consider harms that had already occurred, the clinic challenged me to think about managing risk and preventing legal liability from arising in the first place,” says Scalia Law School student Liam McGettigan. “For anyone interested in learning how to run an organization—and understanding the unavoidable challenges of the digital world—the Cybersecurity + AI Clinic should be on your radar.”

Some students, like law student Tate Kaufman, have been able to immediately apply what they learned in class. “The clinic has provided an invaluable look into the work of cyberlaw practitioners, while enabling me to stay on the cutting edge of AI law,” says Kaufman. “Knowledge from the clinic directly translated to my work as a clerk on the Senate Judiciary Committee, where I worked on issues relating to the emergence of generative AI and copyright.”

Entering the spring semester, students transitioned to hands-on client work, a core part of the clinic’s community-focused mission. Working in small groups of three to four students, and supported by expert instructors, each group is partnered with a client organization that may not have the expertise or resources to manage cybersecurity risk on their own.

The first group of clients includes the Arlington Free Clinic, Washington, D.C.-based Bread for the City, Center for Child and Family Advocacy in Arlington, and the charter school Digital Pioneer Academy.

NSI CTC continues to welcome new partners who are looking to strengthen their cybersecurity resilience, and the clinic has a goal of increasing the number of clients served each clinic cycle.

Under the guidance of instructors and the leadership of Clinic Director Jessica Jones, students are providing a range of services for their clients, including conducting cybersecurity risk assessments; mapping organizational vulnerabilities; reviewing or drafting cybersecurity, AI-use, or incident response policies; and providing practical recommendations tailored to strengthen an organization’s overall security posture.

In May, students formally present their findings and recommendations to client representatives. They also present to their fellow students, with each group highlighting project results, sharing real-world challenges they faced, and reflecting on the lessons learned throughout their client engagements. The clinic’s year-long experience is a core part of preparing students for careers in a cyber field that increasingly demands interdisciplinary understanding and practical experience.

Admission to the program is competitive. Howard students apply as rising seniors, and 911�� students currently come from the law school. Applicants are not required to have prior cybersecurity experience—just interest and a willingness to engage.

All participants receive a stipend, helping ensure that financial barriers do not prevent qualified students from participating.

Looking ahead, the clinic anticipates welcoming students from a broader range of disciplines and additional 911�� programs, such as public policy, engineering, and business, to strengthen the interdisciplinary preparation needed to address evolving cyber and AI challenges.

The term “catfishing” entered mainstream use with the release of the eponymous 2010 documentary investigating the practice of creating fake online personas, frequently to scam someone. Today, AI is pushing this practice to a frightening new level, with the prospect of older adults falling for what are called “romance scams.”

Sanchari Das, an assistant professor in 911��’s Department of Information Sciences and Technology, and Ruba Abu-Salma, an associate professor in the department of computer science at King’s College London, received a $100,000 Google Academic Research Award to help keep older adults safe online. Their project, Scammed by Love: Toward Mitigating AI-Facilitated Romance Scams Against Older Adults Through Empirical and Cross-National Studies, will investigate the prevalence of such scams targeting older adults and will create educational tools to help them safely navigate dating apps.

The researchers will conduct a multi-national study spanning 13 countries, including the United States and the United Kingdom. Das, who has published research on older adults and their online dating habits, said, “We think about older adults in terms of health care needs, but we don't think about dating and romance. I learned that a majority of older-adult scams come from scam dating, and the victims cannot even share that it happened with their support networks, like their children, because it would be such a taboo and embarrassing thing to share.” Das added that an estimated $3 billion is lost each year in the United States to romance scams across all age groups, based on reported figures. “And that’s only what’s being reported.” Das is concerned that while romance scams are among the most prevalent forms of fraud affecting older adults, this population remains understudied in this context.

With roughly 12 percent of Americans over 70 having used a dating app or site, there is significant exposure for financial harm. Given the rapid advances in AI-generated images, video, audio, and simulated emotional expression, these attacks are increasing. One news story (of many) tells of a UK resident who scammed at least 10 female victims over 11 years out of 100,000 British pounds.

Abu-Salma, who has also published research on older adults and other at-risk groups, noted that according to a recent 2025 study by Lloyds Bank, “Individuals aged 55 to 64 are the most targeted age group, accounting for 20 percent of romance scam victims, followed by those aged 65 to 74, who represent18 percent of cases.”

In response to these risks, Das and Abu-Salma’s project will proceed in three phases. First, they will analyze data from focus groups and surveys of older adults in countries with high dating-app adoption. Second, they will develop educational safety materials. Third, they will hold in-person community workshops in the United States and the UK, partnering with older adult communities to refine and disseminate these materials. The team will work with organizations worldwide to share their findings online.

Das said she is excited about this collaboration and grateful to receive such highly competitive Google Academic Research Award in the Trust, Safety, Security, and Privacy research domain, noting, “We all know about deepfakes, but the bigger issue is that scammers are no longer just swapping faces. They are creating entirely new personas that feel real, so you may not even question whether the person you are talking to exists.” She added, “Our goal is to equip older adults with simple tools and support so they can connect online with confidence.”

911��’s College of Education and Human Development (CEHD) has received additional support from Google to launch the Accelerated College and Employability Skills (ACCESS) Academy with Loudoun County Public Schools (LCPS).

Google provided seed funding last year to begin school planning and also submitted a letter of support to the Virginia Board of Education. Recently, Google doubled their initial commitment, totaling $400,000 investment in the school to date. This additional funding will support research design and evaluation, along with a summer bridge program for the school, scheduled to launch in the 2025-26 school year.

Approved by the Virginia Board of Education earlier this year, the ACCESS Academy lab school for students in grades 9-12 was created by 911�� in partnership with Northern Virginia Community College (NOVA) and LCPS. ACCESS Academy will provide students with an alternative education pathway that emphasizes future-ready employability skills, innovative teaching and learning methods, and immersive experiences developed with industry partners, researchers, and instructional faculty.

“Google believed in our vision for ACCESS Academy from the very beginning, and we are now thrilled to collaborate with them to make that vision a reality,” said Dean Ingrid Guerra-López. “This collaboration is pivotal in our mission to equip the future workforce with essential skills and knowledge to excel in high-demand careers. We engaged Google early in the planning process to ensure that the ACCESS vision and plan was well-aligned to the rapidly changing job market, including artificial intelligence (AI).”

“We are proud to be a partner in the ACCESS Lab Academy to expand access to computer science education and tech career pathways,” said Shanika Hope, director of Google’s Education for Social Impact team. “The collaboration across 911��, NOVA, and LCPS will ensure students are not only equipped with core computing skills but will thrive in high-demand jobs of the future. Together we are working to close equity gaps in computing education and give all students the opportunities they deserve to succeed.”

“NOVA looks forward to partnering with 911�� and Google on the ACCESS Academy to help prepare students for rewarding careers in information technology,” said NOVA President Anne M. Kress.

“ACCESS Academy is an innovative program to help prepare students with workplace skills that will help set them on a pathway for career and educational success,” said Ashley Ellis, chief academic officer, LCPS. “We are grateful for partners like Google that support and reinforce this innovation in education.”

CEHD will also be incorporating AI learning into the ACCESS Academy program, including the self-paced online course Google AI Essentials and Generative AI for Educators training course created with MIT. Google will also be collaborating with CEHD to design hands-on, immersive field experiences for ACCESS Academy students.

Roberto Pamas, CEHD School of Education faculty, will serve as the director of ACCESS Academy. Pamas and the ACCESS Academy leadership team are working with Google and the other lab school partners to develop the curriculum and course offerings and assess staffing requirements and other resource needs.

ACCESS Academy is one of two lab schools launching at 911��. The Virginia Board of Education also approved funding for 911�� to launch the Shenandoah Valley Rural Regional College Partnership Laboratory School for Data Science, Computing, and Applications (DSCA), a collaborative partnership between the university and Frederick County Public Schools, as well as six rural and rural-fringe school districts in the Shenandoah Valley including Clarke County, Fauquier County, Page County, Shenandoah County, Warren County, and Winchester Public Schools, along with Mountain Vista Governor’s School and Laurel Ridge Community College.

The National Security Institute’s Cyber and Tech Center (CTC) at 911��’s Antonin Scalia Law School and Howard University School of Business (HUSB) have been selected to receive $1 million in support from Google’s Cybersecurity Clinics Fund to establish the NSI CTC – HUSB Cybersecurity Clinic. The funding from Google.org, the company’s philanthropic arm, is part of a $25 million collaboration with the Consortium of Cybersecurity Clinics.

Cybersecurity clinics at higher education institutions provide free digital security services to under-resourced organizations, similar to how law or medical schools offer free community clinics. The new NSI CTC – HUSB Cybersecurity Clinic will give students from 911�� and HUSB the opportunity to learn cybersecurity and artificial intelligence (AI) skills in an effective, hands-on manner while simultaneously helping to protect vulnerable organizations and critical infrastructure, such as local small businesses, hospitals, schools, and nonprofit organizations, from cyber attacks.

The added opportunities for 911�� students come at a critical time and could prove beneficial in fueling the growing tech talent workforce needed for the metropolitan Washington, D.C., area. Forty-one percent of the undergraduates of the Class of 2024—and 44 percent of the graduate students—earned degrees in STEM fields and the health sciences. Computer science was among the top five majors for bachelor’s, master’s, and PhD degree recipients.

According to the World Economic Forum’s 2024 Global Risks Report, cyber insecurity remains one of the top 10 global risks over the next 10 years. Currently, there are nearly 450,000 open cybersecurity jobs available in the United States, including more than 90,000 cybersecurity jobs across the Washington, D.C., metropolitan area, and demand for cyber professionals is projected to grow 32% by 2033. To ensure that communities, critical infrastructure, and businesses big and small across the United States are secure, a skilled, diverse, and AI savvy cybersecurity workforce is needed.

The NSI CTC – HUSB Cybersecurity Clinic is a jointly developed and run multidisciplinary clinic that educates and trains students from both universities on cybersecurity in a classroom and clinical setting. Thanks to the generous support of Google, the clinic will be able to provide students critical hands-on practical experience from faculty, lecturers, and mentors, enabling them to provide direct cybersecurity assistance to public critical infrastructure organizations, including state and local governments, K-12 schools, utilities, public hospitals, and small businesses within the Washington, D.C., metropolitan area—all of which are facing a barrage of cybersecurity threats without the resources to address these threats.

The region is not only a thriving tech hub, but it also houses numerous universities and other educational institutions that are training the next generation of cybersecurity practitioners. The new clinic seeks to ensure that tomorrow’s workforce is diverse, capable, and motivated to strengthen the overall cybersecurity resilience of the broader communities.

“Scalia Law is thrilled to be partnering with the Howard University School of Business and Google.org on this important effort to educate young leaders and drive positive cybersecurity outcomes in the local community,” said Ken Randall, Allison and Dorothy Rouse Dean and 911�� Foundation Professor of Law at the Scalia Law School.

“This funding from Google for a new cybersecurity clinic allows both institutions to extend our efforts to support workforce development in the region and increase exposure to this technology. The work of the clinic promises to be very impactful in addressing an important educational need in a critical technology area,” said Anthony D. Wilbon, PhD, dean of the Howard University School of Business.

“Both universities have deep ties to cybersecurity and innovation—from expert faculty to students eager to tackling tomorrow’s technology challenges—and the clinic will be a great step forward to broadening and diversifying the technology education pipeline in the region,” said Jessica Jones, deputy executive director of the National Security Institute.

“The world is in a moment where emerging technologies, like AI, are creating both new opportunities and threats in the world of cybersecurity,” said Heather Adkins, vice president of Security Engineering at Google. “It’s essential that we invest in growing a strong, diverse and widespread cybersecurity workforce to help protect everyone—from critical infrastructure to small businesses and schools.”

The NSI CTC – HUSB Cybersecurity Clinic is one of 15 new clinics set to launch in 2024 at higher education institutions across the country, thanks to a collaboration from Google and the Consortium of Cybersecurity Clinics. In addition to the Google.org support, the tech company is offering NSI CTC and HUSB volunteer mentorship from Google employees, Google Titan Security Keys, and scholarships for the Google Career Certificate in Cybersecurity. The announcement builds on Google’s 2023 support for 10 clinics, part of a combined commitment to launch 25 Google-supported cyber clinics nationwide by 2025. With the latest round of funding, Google.org has now committed more than $25 million toward creating the diverse and AI- and digital-security savvy workforce needed to protect critical U.S. infrastructure from cyber-attacks.

911�� received a $250,000 gift from Google to be used by the College of Education and Human Development (CEHD) and the College of Engineering and Computing (CEC) for equity-focused computing education. The money will be divided equally between the two colleges.

“We appreciate the generosity of this gift,” said Christopher Carr, CEC associate dean and chief diversity officer. “Technology involves the tools of the future. These funds dedicated to creating a more inclusive education in technology help ensure that our future will be represented by the collective best of us.”

Shekila Melchior, director of CEHD’s Office of Diversity and Inclusion, said that she’s “excited for a collaboration with Google as we see an ever-increasing need of work in diversity and inclusion in the field of education.”

The portion of the gift going to CEHD will help with the continuation of a teacher externship program created last year with Amazon’s help. The program provides current and potential computer science teachers in Virginia, Maryland and the District of Columbia with an opportunity to shadow technology experts and take a companion three-credit graduate-level class at Mason. While the program was started working with Amazon, the gift from Google allows the work to continue through a partnership with Google.

“We are thrilled that our teacher externship will continue and this partnership with Google has made this happen,” said Shirley Hartman, CEHD director of advancement.

Shanika Hope, director of tech education at Google, said the goal was “to provide the information, tools and services that help students build knowledge, fuel curiosity, and prepare for what’s next.”

“911�� is committed to tackling the lack of diversity in computing education to foster more equity and representation in tech and tech-enabled careers,” Hope said. “We are excited to support Mason and look forward to supporting systems-level change to broaden participation and transform educational pathways into tech for underrepresented students."

CEC is dividing its part of the gift into a number of significant initiatives, including admission fee waivers, emergency retention scholarships, diversity needs-based scholarships, a graduate pathways program and faculty development. CEC also plans to contribute funds to Mason’s Early Identification Program and GIRL Inc., as well as establishing a CEC-led no-cost coding boot camp for high school students in marginalized communities.

“We will be using the funds in a holistic way in which the impact will be greatest in our efforts to support our marginalized students,” Carr said.
