Photo by Nathan G.</figcaption> </figure> <p>After witnessing an on-campus motor vehicle collision caused by an impaired driver, said Rowan, the attending community member offered aid and comfort to injured victims.&nbsp;</p> <p>ā€œHe remained with those in need and provided assistance until emergency responders arrived,ā€ said Rowan. ā€œIn recognition of his selfless actions and exemplary service to others during a critical incident, the 911±¬ĮĻ Police Department proudly presents this Citizen Service Award.ā€</p> <p>This moment was a glimpse into the magnitude of topics covered at the Citizen’s Police Academy, which brings law enforcement and community members together to make the university a safe place to learn, live, and work.</p> <hr> <figure role="group" class="align-right"> <div> <div class="field field--name-image field--type-image field--label-hidden field__item"> <img src="/sites/default/files/styles/small_content_image/public/2026-06/img_3544_thumb_0.jpeg?itok=k-BNnNLF" width="350" height="350" alt="Participants get to try using speed radar detectors at night" loading="lazy"> </div> </div> <figcaption>Participants practiced speed enforcement on campus. The inaugural program at 911±¬ĮĻ was open to students, faculty, staff, and community members.&nbsp;</p> <p>Sessions covered a range of topics, including professional standards for law enforcement; visits to the local jail and firing range; presentations about victim services, mental health, and forensic science; demonstrations from units like the Special Response Team (SRT), K-9, and Uncrewed Aerial Systems (UAS) or drones; and more. Guest speakers from local law enforcement agencies also participated, highlighting how different agencies collaborate and rely on each other.&nbsp;</p> <p>ā€œI have found our Citizen’s Police Academy to be a gamechanger in allowing our police staff to interact with our community on a much deeper level and gain a mutual comfort outside day-to-day routine law enforcement services,ā€ said Assistant Chief Emily Ross, who led the program. ā€œAs a result, we have learned so much about our community: their values, perceptions, needs, and ideas.ā€</p> <p>The inaugural cohort included nine faculty and staff, two students, and one parent of a current 911±¬ĮĻ student.&nbsp;</p> <figure role="group" class="align-left"> <div> <div class="field field--name-image field--type-image field--label-hidden field__item"> <img src="/sites/default/files/styles/small_content_image/public/2026-06/img_4584.jpg?itok=w9NnA20j" width="350" height="263" alt="Participants take a selfie in the police tactical vehicle" loading="lazy"> </div> </div> <figcaption>Participants took a ride in the 911±¬ĮĻ Police Department's tactical vehicle. Photo by Don Vaughn</figcaption> </figure> <p>Etlin Elainna Flores, community director in <a href="https://housing.gmu.edu/">Housing and Residence Life</a>, applied for the program because she was interested in meeting campus partners and learning more about different aspects of law enforcement.</p> <p>ā€œThe most memorable part was when we got to ride in the armored truck,ā€ said Flores.</p> <p>Building relationships with the community is a critical part of police work. Photo by Emily Ross/911±¬ĮĻ Police</figcaption> </figure> <p>Participants heard firsthand accounts of the experiences of law enforcement officers and gained insights into the demands of the job.</p> <p>ā€œEven though I knew this going into the Citizen’s Police Academy, I’m continually surprised by the complexity of the job,ā€ said Justin Ramsdell, professor in the <a href="https://psychology.gmu.edu/">Department of Psychology</a>. ā€œAside from the natural difficulties that arise when it’s one’s job to deal with people having a ā€˜bad day’ due to victimization, mental illness, or arrest, there are also so many laws and regulations that govern one’s professional behavior.ā€</p> <p>For a law enforcement officer, every step of the criminal process—from arrest to booking, investigation, case preparation, and ultimately testifying in court—can affect the outcome of a case. Photo by Emily Ross/911±¬ĮĻ Police</figcaption> </figure> <hr> <p>Back at the Police and Safety Headquarters, the class went out to the parking lot for a demonstration of roadside DUI enforcement, including field sobriety tests and handheld preliminary breath test (PBT) machines. After the demonstration, the group gathered and reflected on the information they had learned.</p> <p>As the session ended, a call came through the radio. Two officers quickly got into their patrol cars to respond to an incident on west campus.</p> <p>ā€œCan I come along?ā€ one of the participants asked. After an affirmative response, he hopped into the back seat for a ride along. Photo by Evan Cantwell/Office of University Branding</figcaption> </figure> <blockquote><p><span>ā€œThis room will allow us to better understand and recognize the signs of trauma and how that may show up in individuals,ā€ said Chelsey Ellard, director of threat assessment and intelligence analysis with 911±¬ĮĻ Police. ā€œSoft interview rooms really do make a difference for these types of investigations and can give officers a better opportunity to find justice.ā€</span></p> </blockquote> <p><span>Trauma informed care is an approach used across a range of settings, including health care, social services, law enforcement, and education. The soft interview room will provide a more comfortable setting for interviewees to recall and share traumatic experiences.&nbsp;</span></p> <p><span>The 911±¬ĮĻ Police Department was in the early stages of planning to implement a soft interview room when Ellard came upon the opportunity to collaborate with Project Beloved. Ellard learned about the nonprofit while attending training with the Virginia Sexual Assault Kit Initiative of the Virginia Office of the Attorney General. Project Beloved partners with law enforcement agencies across the United States to install soft interview rooms.&nbsp;</span></p> <p><span>Ellard immediately reached out to Project Beloved. The project was approved and placed on a one-year waiting list. The organization designed and provided everything in the space at no cost to the university, and this June, the soft interview room on 911±¬ĮĻ’s campus was completed.&nbsp;</span></p> <p><span>Small touches in the design of the space are meant to remind survivors of their worth. Each room includes a mirror next to a small canvas sign, which says "You Are Beloved." The mission of Project Beloved is to educate, advocate, and collaborate to change the conversation about sexual assault and empower survivors to find their voices.&nbsp;</span></p> <p><span>The new soft interview room at 911±¬ĮĻ will help the campus police do that.&nbsp;</span></p> <blockquote><p><span>ā€Officers stay connected with victims throughout the investigation and court process,ā€ said Ellard. ā€œThe soft interview room will allow officers and victims to immediately develop that bond and allow victims to feel empowered to find their voice.ā€</span></p> </blockquote> <p><span>Project Beloved has also installed a soft interview room at Virginia Military Institute—the only other institution of higher education to offer one in Virginia—and at 10 law enforcement Photo by John Boal</figcaption> </figure> <p class="MsoNormal">If you’ve had a puppy, you probably know the patience it takes to train them in basic commands, and it can be a noisy affair involving begging, pleading, and some yelling. Working dogs like those in police and military K9 units need to learn so much more.&nbsp;</p> <p class="MsoNormal">Sometimes, they need to obey without hearing a word.&nbsp;</p> <p class="MsoNormal">Rescue situations can be chaotic, with so much going on that a command gets lost in the noise. Sometimes, a team of dogs need to hear many different commands, and competing voices are confusing. Other times, operation teams need to go radio silent and any noise at all will give their positions away.</p> <p class="MsoNormal">Enter Team Covert Dog Comms. This pack of cybersecurity seniors at 911±¬ĮĻ, all of whom graduated in May, sniffed out a way to direct dogs without barking commands.</p> <p class="MsoNormal">Together, they became the dream team that was the envy of anyone who has ever worked on a bad group project—and proof that great leadership combined with a passionate team yields amazing results.&nbsp;</p> <p class="MsoNormal">ā€œWorking with this team has been a very positive experience. One key factor that made it successful was the balance of specialized skill sets,ā€ said team leader Paul J. Wyche, who also recently spoke at his College of Engineering and Computing graduation. ā€œWhile some of our backgrounds overlapped, each team member had a distinct area of expertise, allowing us to overcome any obstacle and collaborate effectively.ā€</p> <p class="MsoNormal">Those members were Maxime Bonnaud, who specialized in the vest’s wireless and cryptographic security; Jonathan Perry, who designed the hardware; and AJ Hoepfner, who set up testing standards and regulations, along with assisting Wyche with project management.</p> <p class="MsoNormal">ā€œMostly, what made this team great was good execution on the fundamentals,ā€ said Bonnaud. ā€œEveryone showed up, communicated well, and looked for areas they could work on instead of having to be assigned work.ā€&nbsp;</p> <p class="MsoNormal">The end result was a securely encrypted working prototype of a vest that can be programmed with three different vibrating pattern commands that a dog can be trained to obey. While they were unable to find a working dog to test on, the team tested the vest on themselves and found it to work as intended.&nbsp;</p> <p class="MsoNormal">When asked whether the team planned to patent or commercialize the vest, Wyche said that they wouldn’t rule it out. ā€œWe haven’t formally discussed commercializing the project. The primary mission at Ivanhoe—between Carroll and Wythe counties—was to inspect two dams, built in 1912 and 1913, as well as the power distribution lines affiliated with them. </span></p> <p><span><span><span><span><span>Record precipitation and the effects of Hurricane Helene caused the second highest water level and flow on the New River since 1940, exceeding the design basis for the dams. With all communications service lost in Asheville, North Carolina, after devastating and deadly flooding, the Asheville Police Department requested a Starlink system to restore cell and internet service at their headquarters. The Mason Police have Starlink systems available, which provide high-speed satellite internet access.</span></span></span></span></span></p> <p><span><span><span><span><span><span>Mason Police Corporal Blaine Ries hurried into his Starlink-equipped drone truck and headed to Asheville. To get there, he needed to drive through Tennessee and approach from the south in order to avoid the worst of the devastating storm damage. Arriving shortly after midnight on Tuesday, Oct. 1, he quickly set up the Starlink, giving the Asheville police the communication access needed to coordinate their rescue and emergency management activities.&nbsp;</span></span></span></span></span></span></p> <p><span><span><span><span><span>911±¬ĮĻ Police’s drone teams have been an important resource for other jurisdictions, providing aerial support and training to other agencies. One of the ā€œofficersā€ students are always happy to see is Bunji. His partner, Ashanti Mumin, is pretty special too.&nbsp; </span></span></span></span></span></span></span></span></span></p> <p><span><span><span><span><span><span><span><span><strong><span>A Dog’s Life: </span></strong><span>Mumin, who joined Mason in February 2022, recently transferred to Mason’s Police C<span>risis Response Unit, which handles calls for mental health service. </span>Bunji,<span> an Aussiedoodle therapy dog, accompanies </span>Mumin during his calls. <span>ā€œBunji has been a great addition to the team,ā€ said Mumin. ā€œWe’ve bonded over the past month, and I’ve adopted him as my child.ā€ </span>Bunji and Mumin respond to calls for <span>students who are in emotional distress, but Bunji is also there to support his fellow officers. ā€œThere's a stigma when it comes to police canines, so we're changing the title of his job from [therapy dog] to comfort dog. He serves a purpose, and he has been fulfilling that purpose 100 percent.ā€</span></span></span></span></span></span></span></span></span></span></p> <p><span><span><span><span><span><span><span><span><strong><span><span>Supporting the Campus Community: </span></span></strong><span><span>Exam periods, such as midterms and finals, can be a source of stress for many students. When the stress becomes too much and students reach out for help, it’s Mumin who gets that call. ā€œIt can get overwhelming,ā€ said Mumin, who </span></span><span>worked for the Fairfax County Sheriff’s Office for four years prior to joining Mason and has a background in responding to mental health crises<span>. After noticing that officers assisting community members in crisis didn’t have a strong support system of their own, Mumin formed the Peer Support Team. ā€œOfficers’ mental health is very important, because when they're on scene of a call, they need to be 100 percent focused,ā€ said Mumin, who began overseeing the unit’s wellness program in May 2023. ā€œMany officers believe that we need to just suck it up. [Because of this] officers will leave stuff dormant, causing issues in the long run. We needed something for our officers to speak freely about whatever they’re feeling.ā€ And all information shared with the support team is kept confidential, he added. </span></span></span></span></span></span></span></span></span></span></p> <p><span><span><span><span><span><span><span><span><strong><span><span>Outstanding Achievements: </span></span></strong><span><span>Because of his work on the Peer Support Team, Mumin was recently honored with a university </span></span><a href="https://hr.gmu.edu/outstanding-achievement-awards-2023-recipients/"><span>Outstanding Achievement Award</span></a><span><span>, but he says he’s not an awards kind of guy. ā€œI don't do things for the awards, but I do things because it's right,ā€ said Mumin. ā€œWe need the public to understand that officers do [sometimes need support]. We’re human, and the things that we see day to day, the average human just doesn’t see, but when they do, they suffer some sort of trauma.ā€</span></span></span></span></span></span></span></span></span></span></p> <p><span><span><span><span><span><span><span><span><strong><span><span>Mason K9 Teams:</span></span></strong> Bunji and Mumin can usually be found walking around campus during the day and are always looking to connect with community members, but they are not the <span><span>only Mason K9 team. </span></span></span></span></span></span></span></span></span></span></p> <ul> <li><span><span><span>K9 Titan and his handler Lt. John O’Hare are Mason’s longest serving K9 unit and have been protecting Mason’s campuses together since 2018. Titan is trained in explosive detection. Together, they have worked to protect a variety of visiting VIPs, including Vice President Kamala Harris and a several presidential candidates. </span></span></span></li> <li><span><span><span>Cpl. Joseph Toke and K9 Flora started protecting Mason in November 2022 after completing explosive detection training together. This award recognizes Mason for having a low number of accidents with university-owned and rented vehicles based on the total number of miles driven over the course of the year. </span></span></span></span></span></span></span></p> <p><span><span><span><span><span><span><span>Mason has worked hard to protect and improve its safe driving record, and this success is a result of the efforts of stakeholders around the university.</span></span></span></span></span></span></span></p> <p><span><span><span><span><span><span><span>ā€œThere is a general downward trend in the number of accidents reported each year, especially in the number of preventable accidents,ā€ said Joyce Bland-French, director of Mason’s </span></span></span></span><a href="https://risk.gmu.edu/"><span><span><span>Office of Risk Management</span></span></span></a><span><span><span><span>. ā€œThis emphasizes the active role employees have in maintaining a culture of situational awareness and driver safety.ā€</span></span></span></span></span></span></span></p> <p><span><span><span><span><span><span><span>Mason currently has about 700 authorized drivers who operate state-owned, rented, or leased vehicles for daily work on campus or university-related travel. The initiative fosters a sense of responsibility among vehicle operators and creates an awareness of the need to always drive defensively to reduce the frequency and severity of accidents.</span></span></span></span></span></span></span></p> <p><span><span><span><span><span><span><span>T</span></span></span></span><span><span><span><span>he Virginia Driver Alert program provides the Office of Risk Management with real-time notification of Mason’s authorized drivers’ infractions that could impede their ability to drive while conducting business on behalf of the university. This new feature is free of charge to agencies of the Commonwealth of Virginia.</span></span></span></span></span></span></span></p> <p><span><span><span><span><span><span><span>Every accident is evaluated by Mason’s Accident Review Committee, which includes representatives from Risk Management, University Police, Facilities Management, and Environmental Health and Safety. The committee assesses the nature of each accident and makes appropriate recommendations (such as additional driver training, counseling, probationary restriction of driving privileges, etc.).
